This paper reviews the Tokyo Convention’s evolution and its enduring impact on international aviation security law from its inception in 1963 to the present day. Employing a combination of historical analysis and textual scrutiny, the paper delves into the Tokyo Convention’s foundational background, its significant contributions, and the subsequent amendments introduced by the Montreal Protocol. Key findings highlight the Convention’s instrumental role in shaping passenger conduct regulations, establishing jurisdictional authority for the aircraft’s nation of registration, and reinforcing the powers of the aircraft commander.
