Set out below is the text of a speech delivered by Sr Jiménez-Beltrán at Cambridge University on 17 May 1995. It was the first annual Cambridge Environmental Lecture sponsored by Générale des Eaux, and was organised by the University's Committee for Interdisciplinary Environmental Studies.
