Possible legal constraints on nuclear-related activities and potential for review at the 1996 Inter-Governmental Conference; the present distinct nature of the Euratom, EC and ECSC Treaties and the possibility of fusion; the relative lack of influence of the European Parliament in nuclear matters; whether the separation of the "nuclear" market can continue; anomalous legislative procedures under the Euratom and EC Treaties in respect of health and safety and the free movement of waste; whether or not Member States can impose a more restrictive regime governing the transportation and management of radioactive waste for environmental reasons; scope for greater control by the European Parliament; Member State resistance to this.
