This paper describes the background to the European Parliament and Council Directive on Packaging and Packaging Waste, its principal provisions and further European measures required to ensure that it can he fully implemented at national level. It also examines some of the problems likely to be experienced once the Directive comes into force, with a brief review of packaging waste recovery systems in the EU countries.
