Air Traffic Management represents an irreplaceable condition for commercial air transport worldwide. As it provides an essential infrastructure it remains closely associated with the sovereign responsibility of the State involved. That public function and its consequences are increasingly subject of discussions in Europe. The European Union (EU), States and Corporate stakeholders are addressing the need for efficient and safe airspace management in Europe in the context of the perceived financial and operation advantages of the privatization of public functions and the acquired competencies of the EU.
