This brief contribution is designed to pay tribute to Or's legacy in aviation law and policy. It examines the role of KLM, the airline he served for so long, in a changing, that is, liberalizing Europe, and what happened after his active involvement with the development of air transport in Europe. Or's contribution to bilateralism, both in practice and in academic publications, and to multilateralism in academic writings will also be highlighted. It is concluded that Or's inclination towards European integration was slightly ambiguous as real liberalization has been produced by low cost carriers rather than by regulators and policymakers.
