This article compares and evaluates the emergency arbitrator procedures implemented by the SCC, SIAC and ICC and those proposed to be implemented by the HKIAC in early 2013. This part of the article introduces the concept of EA procedures and discusses their application under the various rules, how to apply for emergency relief from an EA and the appointment of EAs.
