This article discusses the experience of the Hong Kong Housing Authority in moving from the traditional mode of contract works procurement towards implementing measures for resolving disputes with a fair allocation of risk and avoiding disputes altogether in collaboration with the construction industry and changing the mindset and culture of the team.
