This article assesses the current initiative to adopt statutory adjudication in Hong Kong. It examines statutory adjudication from the perspective of scientific ‘innovation adoption’, which is a process that helps understand how change happens and how ideas imported from overseas should be implemented. The views expressed are supported by a July 2021 report of a qualitative survey and study by the author of a sample of views of senior experienced prospective stakeholders in adjudication under the proposed Security of Payment legislation, with particular regard to identifying factors that might drive or create resistance to its acceptance.
