The right to live in a city means the right to move freely around the city and use services that are fundamental to every human being – protection of health, education, the environment and mobility. The transformation towards a greener economy, as well as the pursuit of more sustainable ways of living, are changes initiated and implemented by the state and public entities. Thus, the state has the right and obligation to provide citizens not only with public transport, but also with the correct effectiveness of people’s right to mobility. For these reasons, urban mobility is a public service to which access should be provided by public authorities while implementing appropriate legal regulations in this area. Sustainable development is a fundamental value and can be understood as a socio-legal challenge characterised by the pursuit of environmental protection in the interests of present and future generations. In this regard, electromobility plays a fundamental role. This article draws on examples from Polish transport policies to determine how effective legal regulations can make electromobility greener, digital and safe.
