This article examines the provisions of the 1994 Directive on Hazardous Waste Incineration and its implementation in the UK. It considers the controversial exemption for co-incinerators and the use of "substitute fuels" to produce the high temperatures required for cement production. It considers the nature of "trans-scientific choices" and the importance of determining base line levels of protection when trade-offs are inevitable, concluding that epidemiological and other research is long overslue.
