An overview of the traditional "command and control" approach to environmental protection and the growing movement in favour of economic instruments; the advantages and problems of economic instruments as a means of protecting the environment at the international level, with reference to the Climate Change Convention; conclusion that, correctly designed, economic instruments could play a greater role in future.
