Background to the German End-of-Life Vehicles Ordinance; its application to those in possession of end-of-life vehicles, who are now required to hand over such vehicles to certain recognised enterprises; the obligation, on those enterprises, once a vehicle has been accepted, to treat it in accordance with requirements relating to environmental protection and public welfare; the absence from the Ordinance of any obligation on the part of the recognised enterprises to accept end-of-life vehicles, this being dealt with instead by a voluntary environmental agreement; enforceability of the voluntary agreement; differences between the provisions of the ordinance and the those contained in the Commission's proposal for a Directive on end-of-life vehicles.
