The source of the precautionary principle in international and Community law; its incorporation in Belgium at regional level by the Flemish Region only; incorporation at federal level in respect of the marine environment and the relationship between the precautionary principle and the "duty-to-care" obligation. The recent emergence and development of the principle in the jurisprudence: the cases of the Drogenbos and Wilrijk incineration plants; the Terlamen-Zolder racecourse case; the Electrobel case concerning permits for installing an electricity cable; whether the diversity of views will make for certainty or uncertainty in the case law.
