Independent administrative review, administered by Boards of Appeal, ensures the control of the legality and soundness of certain administrative decisions in European Union law. This article examines the nature and role of Boards of Appeal with particular reference to the Board of Appeal of the European Chemicals Agency. It subsequently discusses the scope of review of scientifically complex decisions. Finally, it suggests a placement within the system of remedies under the Treaties. This article is in part a response to a previous article published in this journal.
