Any thoughts of an improvement to the EU anti-dumping system were dashed early last year when the reform process was pulled, thanks to political pressure from protectionist elements and arguments that any reform should come via the WTO. The latest text from the WTO, released in December, is a step toward that reform and shows a definite leaning toward greater transparency and predictability. If these new items are accepted, we may yet see positive changes to the EU system.
