In this article, we identify and analyze a new turn in the concept of material injury that we call the socialization of antidumping. Analyzing antidumping rhetoric and lobbying in Ghana, we argue that there seems to be an expansion of material injury to include harm that dumped goods can cause to society. We identify the reasons for this and the interests that seek to liberalize the meaning of material injury. Our approach is comparative and we draw on examples from other jurisdictions to shed light on our argument. The article suggests that nothing prevents the expansion of material injury at the level of the global antidumping system.
