The UK is a strong supporter of the Luxembourg Process of Employment Guidelines and National Action Plans. This process has put employment at the top of the European agenda and established a common European strategy for tackling unemployment. It focuses attention on the key issues of employability, entrepreneurship, adaptability and equal opportunities. The essence of the process is to identify common ends without imposing common means. No-one is looking for uniformity of policies across the whole of Europe but all Member States are now committed to learning from each other's efforts and in doing so to establish common ground based on best practice.
