Collective bargaining is facing several problems. In a democratic society, social partners are forced to deal with issues which have never been dealt with before. Representation by trade unions and employers' associations is declining therefore causing the decision making of enterprises to be a bit less democratic. The problems facing not only Portugal but all industrialised countries, is how to maintain the role of collective bargaining and the new issues which plague it. It is important that the social partners handle their relationship in a democratic manner.
