This article is the second in a series of articles on the issue of Tax Havens. In the first article, the cross-border transaction was discussed. In this second article, the focus will be on the hiding of money in tax shelters. Unlike the cross-border transactions, this article will show that the problem of the hidden money shelter is much worse. The hidden money shelter appears to be the key issue. Furthermore, the hidden money shelter appears to be the most difficult issue; hence, the governments around the world view the need of sharing information differently. This article will analyse the issue from a Danish perspective, but the conclusions drawn would be similar in most of the western part of the world - at least in Europe and the United States.
