Directive 2013/11 (ADR) and Regulation 524/2013 (ODR) intend to provide tools to the European Union consumers in order to resolve their disputes with merchants when they buy goods or services using alternative paths no jurisdictional. The Directive contains the general system of alternative dispute resolution establishing the basic obligations of ADR entities, the elemental design procedures, applicable legal principles and functions to be developed by the Member States. The Regulation establishes and regulates the functioning of the European electronic platform for online dispute resolution between consumers and traders regarding contracts concluded by electronic means within the European Union through the intervention of an alternative dispute resolution entity.
