Climate change is a monumental challenge. It must however be surmounted. To do so, stock must be taken of the world we inhabit, gauging realistically its implications, which include a complex, incoherent and uncoordinated legal landscape, plagued by interest-group regulation. Assertive action needs to immediately occur so as to achieve dramatic results by no later than 2030. Unless we take immediate and decisive action, this generation will be known in history as the generation which danced in the Titanic to the detriment of future generations. This essay proposes that we understand what is at stake and design a marketbased solution benefitting from microeconomic concepts, as well as from the specialty, efficacy and efficiency of a tool which has served to surmount other challenges: arbitration.
