The article applies Article 31(3)(c) of the Vienna Convention on the Law of Treaties to examining the relevance of accords that bear on freedom of transit. Taking the WTO dispute of Russia – Traffic In Transit as an example, the article experiments with a harmonized interpretation, in quest of consistent meanings, of norms on freedom of transit in the fragmented international legal system.
