This article explores
the normative evolution of multilateral rules on subsidies in order to propose
amendments to the WTO rules on subsidies. With the aim of addressing certain
issues in the multilateral trading system, the article suggests approaching
subsidy disciplines from the perspective of welfare economics. Rather than
focusing solely on production, it is proposed that multilateral subsidy rules
should incorporate an economic analysis of the effects of subsidies on
consumption.
